Former WVU Medicine East student services manager indicted on embezzlement charges

MARTINSBURG, W.Va. — A former employee of WVU Medicine East has been indicted by the Berkeley County grand jury on 25 counts of fraudulent use of a state purchasing card and embezzlement.

The fraud, allegedly involving Tonya Armstrong totaled more than $10,000, according to a news release from state Auditor Mark Hunt.

Hunt’s office said the charges are the result of a state purchasing fraud investigation.

Armstrong, 56, of Ranson, was indicted last week after the state Auditor’s Public Integrity and Fraud Unit identified 25 fraudulent transactions totaling $10,075.78 between March 1, 2023, and Nov. 15, 2024.

Armstrong, who served as nanager of Student Services at WVUMEC from November 2022 through October 2024, allegedly submitted fraudulent invoices through two vendor businesses she operated for goods and services never delivered, and used her state purchasing card to send Venmo payments to family members unaffiliated with WVUMEC.

“When public resources are abused, our office will find it, document it, and ensure the appropriate authorities have what they need to hold those responsible accountable,” Hunt said.
