{"id":660710,"date":"2026-03-04T14:35:25","date_gmt":"2026-03-04T19:35:25","guid":{"rendered":"https:\/\/wvmetronews.com\/?p=660710"},"modified":"2026-03-04T14:37:26","modified_gmt":"2026-03-04T19:37:26","slug":"660710","status":"publish","type":"post","link":"https:\/\/wvmetronews.com\/2026\/03\/04\/660710\/","title":{"rendered":"Delegates pass legislation that would change school funding framework, but not for another three years"},"content":{"rendered":"<p>The House of Delegates passed legislation that will change funding for local school systems, although it wouldn\u2019t kick in until three years from now.<\/p>\n<p>The bill passed on <a href=\"https:\/\/www.wvlegislature.gov\/legisdocs\/2026\/RS\/votes\/house\/00317.pdf\">a 89-2 vote<\/a> and now goes to the state Senate.<\/p>\n<p>Financial support for West Virginia&#8217;s public schools has been a recurring theme of this year&#8217;s legislative session, although additional dollars are not coming right away.<\/p>\n<figure id=\"attachment_483399\" aria-describedby=\"caption-attachment-483399\" style=\"width: 100px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-483399 size-thumbnail\" src=\"https:\/\/wvmetronews.com\/wp-content\/uploads\/2022\/10\/ellington_joe-100x150.jpg\" alt=\"\" width=\"100\" height=\"150\" srcset=\"https:\/\/wvmetronews.com\/wp-content\/uploads\/2022\/10\/ellington_joe-200x300.jpg 200w, https:\/\/wvmetronews.com\/wp-content\/uploads\/2022\/10\/ellington_joe-100x150.jpg 100w, https:\/\/wvmetronews.com\/wp-content\/uploads\/2022\/10\/ellington_joe.jpg 216w\" sizes=\"(max-width: 100px) 100vw, 100px\" \/><figcaption id=\"caption-attachment-483399\" class=\"wp-caption-text\">Joe Ellington<\/figcaption><\/figure>\n<p>&#8220;I would love to give it to them this year, but we don&#8217;t have it in the budget right now,&#8221; Delegate Joe Ellington, R-Mercer, said during House discussion today.<\/p>\n<p>Gov. Patrick Morrisey has made a priority of passing a 5% personal income tax cut, although the governor aspires to 10 percent. And as Hope Scholarship funding has opened for all students outside the public school system, that&#8217;s now <a href=\"https:\/\/westvirginiawatch.com\/2026\/03\/03\/hope-scholarship-voucher-opens-up-to-all-wv-students-lawmakers-propose-211-to-300m-to-cover-cost\/\">a roughly $230 million expense.\u00a0<\/a><\/p>\n<p>In December, the state school board approved consolidations and closures of more than a dozen schools across six counties. The state board recently agreed to<a href=\"https:\/\/wvmetronews.com\/2026\/02\/11\/state-boe-agrees-with-wayne-county-school-closings-returns-some-local-control-to-logan-county-lifts-state-of-emergency-in-pocahontas-county\/\">\u00a0two more<\/a>\u00a0closures in Wayne County. The state also experienced a wave of school consolidations last year.<\/p>\n<figure id=\"attachment_500541\" aria-describedby=\"caption-attachment-500541\" style=\"width: 100px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-500541 size-thumbnail\" src=\"https:\/\/wvmetronews.com\/wp-content\/uploads\/2023\/02\/pushkin_mike-100x150.jpg\" alt=\"\" width=\"100\" height=\"150\" srcset=\"https:\/\/wvmetronews.com\/wp-content\/uploads\/2023\/02\/pushkin_mike-200x300.jpg 200w, https:\/\/wvmetronews.com\/wp-content\/uploads\/2023\/02\/pushkin_mike-233x350.jpg 233w, https:\/\/wvmetronews.com\/wp-content\/uploads\/2023\/02\/pushkin_mike-100x150.jpg 100w, https:\/\/wvmetronews.com\/wp-content\/uploads\/2023\/02\/pushkin_mike.jpg 333w\" sizes=\"(max-width: 100px) 100vw, 100px\" \/><figcaption id=\"caption-attachment-500541\" class=\"wp-caption-text\">Mike Pushkin<\/figcaption><\/figure>\n<p>&#8220;If your house is on fire, you don&#8217;t call the fire department and say take your time, show up in a couple of days, couple of months, three years. This is urgent. It needs our attention right now,&#8221; said Delegate Mike Pushkin, D-Kanawha.<\/p>\n<p>&#8220;How many schools are going to close in each of our districts during the next three years?&#8221;<\/p>\n<p><a href=\"https:\/\/www.wvlegislature.gov\/Bill_Status\/bills_history.cfm?INPUT=5453&amp;year=2026&amp;sessiontype=RS\">HB 5453<\/a>\u00a0is a significant revision of the current public school funding formula to make it simpler, more transparent and more aligned with student needs \u2014 especially special education \u2014 while moving away from the current step\u2011based, multi\u2011schedule formula.<\/p>\n<p>Under\u00a0<a href=\"https:\/\/www.wvlegislature.gov\/Bill_Status\/bills_text.cfm?billdoc=hb5453%20sub2.htm&amp;yr=2026&amp;sesstype=RS&amp;i=5453\">the most recent version<\/a>\u00a0of the bill, \u00a0the current school funding aid formula would be used for the coming three academic years, until 2029.<\/p>\n<p>Starting with 2029-2030, all county school boards would be funded by block grants of $6,100 per enrolled student. County boards that have fewer than 1,200 enrolled pupils per county would be funded at the minimum level of 1,200 students.<\/p>\n<p>Funding for public charter schools, starting in 2029 and after that, would be $8,600 per student. The minimum student population level wouldn\u2019t apply.<\/p>\n<p>The bill establishes three tiers for additional funding for special needs students.
